The creator of 'Gen V', Eric Kripke, discusses the major twist in episode 7 of season 2, revealing Dr. Thomas Godolkin's true identity as Cipher.
Kripke explains that Dr. Godolkin's plan was to train Marie to become strong enough to obtain the power of healing and/or resurrection.
