Sable Offshore's request for financial damages against the Coastal Commission was denied by the Santa Barbara County Superior Court.
The company had filed a lawsuit in February against the state regulator for issuing notices and orders that halted pipeline work along the Gaviota Coast, necessary to restart oil production.
Sable Offshore sought approximately $347 million in damages and declaratory relief.
The Houston-based company has vowed to appeal the ruling.
